The general secretary presented the annual report and the treasurer presented the audited accounts which the general body accepted. Dr. K. P. Anil Kumar and Dr. Pramod D. Dinakar supported and seconded it respectively.
Decisions taken:
It was decided to sell the books published by CTEF with the cooperation of CTEF officials and executive members. The chairman requested the members to purchase at least one book for their college.
Dr. K. Y. Benedict was entrusted with enquiring the possibility of it.
The majority of the members in the GB suggested postponing the general election of CTEF Kerala to the third or last month of April 2023 due to the shortage of quorum of GB.
An academic programme was decided to be conducted at the time of the annual GB meeting.
The annual general body meeting was decided to be conducted in a college somewhere near the middle part of Kerala.
The GB was decided to be conducted at St. Joseph’s Training College for Women, Ernakulam.

Decisions Taken:
Dr. Rajeswari K., General Secretary and Dr. Anvar K., Treasurer were entrusted with the enquiry of fixed deposit feasibility of CTEF accounts under the guidance of Dr. Grace Annie Mathew, the Chairperson.
It was decided to contact the principal of St. Joseph’s Training College for Women, Ernakulam to organize the General Body Meeting of CTEF Kerala.
Dr. V. Reghu was entrusted to organize a meeting to discuss NEP 2020 and ITEP.
Dr. Anees Mohammed was entrusted to conduct the programme in connection with ITEP.
All the award winners were congratulated and gratitude was expressed to all the CTEF officials for actively participating in the 21st Annual Convention of CTEF Kerala.

AGENDUM 1: Approval of Minutes of the Executive Committee (online) held on 15.05.2023
Dr Pramod Dinakar read out the report of the last First ECM held on May, 15th on Google Meet. The minutes of the meeting were approved with some minor modifications suggested by the members.
AGENDUM 2: Oath-Taking Ceremony of New Office Bearers
Oath-Taking Ceremony for the new members was held where Dr V. M. Sasikumar read out the oath to Dr M S Geetha, the Chairman, and she then read out the oath to the other members of the Committee to be sworn in.
AGENDUM 3: Income details (Account Balance)
Dr K Rajeswari, former General Secretary, CTEF, read out the income details. She explained that a fixed deposit of Rs. 2,00,000/- is in SBI, City Branch, Thiruvananthapuram, and a balance of Rs. 99,811/- is in the account as savings.

AGENDUM 6: Review of Inauguration of Online Talk Series organized by Peet Memorial training College, in collaboration with CTEF and DIET Alappuzha
Dr Mariamma Mathew, Secretary CTEF Kerala and Principal Peet Memorial Training College, Mavelikkara talked about the Online talk series PMTC is conducting in collaboration with CTEF. She explained on the fortnightly talk series, #The Free Voice, initiated by Peet Memorial College of Teacher Education in collaboration with DIET, Alappuzha and CTEF on June 2, 2023, with a talk by Prof. Dr Geetha Janet Vitus, Former Head, Department of Education, University of Kerala, on Sustainable Happiness. Dr Mariamma said that the talk series intends to bring a multitude of disciplines to talk on cases and causes that truly matter. She also added that this was done with the wholehearted support of DIET Alappuzha, wherein Dr Bindu K. J. played a very big role. She also suggested that the next talk will be regarding the POCSO act and its implications.
Dr Bindu K. J., Principal, DIET, Alappuzha, opined that awareness talks on more subjects are essential. It is necessary to spread awareness on POCSO Act among teacher educators and teachers. Programmes on POCSO cases as well as Juvenile Justice Act are to be organized with Peet and CTEF shortly. She added that it was as per the directions of the High Court, Kerala, the Act was included in the B.Ed. curriculum. Nonetheless, she offered her wholehearted support and association of DIET, Alappuzha with CTEF.
AGENDUM 7: Any other matter with the permission of the chair
Handing Over of Documents:
Dr K Rajeswari, former General Secretary and presently Vice-Chairperson CTEF, handed over the mutes books, cash book, account passbooks, FD receipts, Memetos, Awards, and other documents to the General Secretary Dr. Pramod Dinakar. The details are given in the annexure.
While responding to the question of the total strength of CTEF so far, she informed that there was ambiguity regarding the exact number of life members that CTEF Kerala Chapter has. However, as of now, CTEF has 968 life members and 45 institutional memberships. D. V. M Sasikumar insisted that the list of CTEF members should be updated.
Dr T. Sundaresan Nair said that it is necessary that we maintain a register for writing the new registrations to which Dr. V. Reghu, Academic Consultant, added that we maintain the register with the latest email IDs, addresses and contact details of the life members. He also added that a photocopy of the minute book has to be maintained as well.
Furthermore, Explaining the need to have a firm financial background for CTEF, Kerala Chapter, Dr T. Sundaresan Nair put forward the following suggestions.
A plan of action is required in each and every meeting which the General Secretary has to come up with.
There has been not much financial gain for CTEF lately for which the Treasurer has to come up with different plans. If we have enough funds, we would be able to provide even TA/DA to the members travelling from afar.
For that, research methodology classes can be organized with a minimum fee of Rs. 1000/- per head.
The GS and Chairman can refrain from the duties of the Treasurer and the Treasurer has to maintain clear-cut records and plan of action regarding the financial issues.
If CTEF is organizing programmes in collaboration with institutions, CTEF can claim 10% of the fee charged by the organizations.
We can also plan on getting ICSSR Projects.
If an Executive Committee Member is absent from three consecutive meetings ( either online or offline) or is absent without giving leave of absence he/she will be removed from the committee without prior intimation,
Dr TSN suggested the following which were enumerated as feedback after auditing.
The financial year of the CTEF should be fixed by the Exe. Committee either January to December or April to March of each year like all other agencies.
Treasurer should be entrusted to maintain the cash book regularly against the present practice of maintaining all work by the General Secretary.
The treasurer will be responsible for presenting all the details of income and expenditure in all ECs and General Body meetings.
The Treasurer is responsible for keeping all the vouchers/receipts on par with the cash book.
Payment will be done strictly based on receipts/vouchers duly approved/signed by Secretary/President.
All cash awards should be given as cheques of the CTEF.
All donations should be received by giving receipts.
Full address of the new enrolment of members should be written in the receipts for further reference.
Other Discussions held and Decisions Made:

Dr Sheeja and Mrs Geetha Nair were asked to join Dr Bindu K. J. in organizing talks on POCSO cases as well as the Juveline Justice Act and other current themes of social relevance and to plan accordingly with other DIETS and TTIs in collaboration with CTEF.
The first proposal submitted by Dr K. S. Sajan regarding the launching of a website for CTEF in which he would be the one to design, launch, and update the same was accepted.
Treasurer should be entrusted to maintain the cash book regularly against the present practice of maintaining all work by the General Secretary.
Starting a YouTube channel for CTEF for uploading the e-content developed for research methodology classes by pooling the expertise of CTEF members as Resource Persons.

The meeting started with a silent prayer initiated by the Chairman Dr M S Geetha, followed by the welcome speech by the Gen. Secretary (GS) Dr Pramod Dinakar. The Chairman initiated the discussion wherein the GS read out the decisions taken during the last ECM.
The Chairman emphasized the need for the quorum in an ECM as it is extremely necessary for the proceedings to be valid.
Agendum I: CTEF Annual Convention 2023-’24 - Planning
Four Colleges, viz., (i)St. Joseph’s Training College for Women (SJTCW), Ernakulam; (ii)Peet Memorial Training College (PMTC), Mavelikkara, (iii)St. Thomas Training College (STTC), Mukkolakkal; (iv)SN Gurukripa Training College (SNGTTC), Pothencode had shown interest in conducting the CTEF Annual Convention 2023-24 in January-February 2024.
As STTC and SJTCW had previously hosted CTEF programmes at their premises, preference was given to PMTC and SNGTC and from that, PMTC was nominated to be the next host of the CTEF Annual Convention 2023-24 provided they have no inconvenience. PMTC was nominated as it is around the central part of the State, and no programmes were ever organized in the Alleppey district. The Chair conveyed our gratitude to the rest of the three colleges for offering their willingness to hold the same.
Agendum II: Review of Online Talk Series organised by Peet Memorial Training College, in collaboration with CTEF and DIET Alappuzha
Though there is a good number of faculty members participating in the programme, the students’ participation is very low. More participation from the members of CTEF was requested. More participation from the DIETs can be sought and Dr Bindu KJ was entrusted to do that work The Chairman again requested the executive members to ensure their participation in the talk.
Agendum III: Status of Website
As Dr Sajan was not present in the meeting, the agendum is proposed to be discussed in the next ECM.
Agendum IV: Planning and Organisation of other Events
(i) CTEF can collaborate and organize research methodology classes in colleges for 5-7 days which is a need of the hour. Dr Malini , Dr Maya and Dr Rajeswari were entrusted to discuss the matter deeply and inform decisions to the executive committee.
(ii) An International Conference (in blended mode) with MG University on Teacher Development and Capacity Building under NEP 2020 is yet another suggestion from Prof. Dr Asha JV from SPS Kottayam and she has requested CTEF to be the co-host of the same. It is proposed to be held in November-December 2023 which is an ideal time for international conferences and Dr Asha opined that Keynote Speakers can be availed from the RP pool of CTEF. If there is an international guest, the keynote address can be held online as well. Dr Asha has informed us that UGC is funding the conference and that minimum stationery can be provided by the Dept. Though there will be a registration fee, CTEF may have to bear/share the cost of the honorariums, if necessary, for the resource persons from the Registration fee. Reputed teacher educators (from CTEF inside and outside)who are ready to volunteer can also be approached for the same. Dr VM Sasikumar, the Patron, CTEF South zone can also be approached for getting the International Resource persons in this context.
Agendum V: Other items discussed with the permission of the Chair
a. Charity
Prof. Jacob Mathew proposed to have a Charity Wing for CTEF to raise funds for the CTEF members when in dire medical need. It shall only be for the CTEF members (relatives not included). Prof Jacob Mathew was entrusted to do further steps relating to the same, to fulfill the programme into a reality in consultation with Dr. V.M. Sasikumar, Dr. Sam V. Daniel and the ex officio members (Charman, Gen Secretary, Treasurer).
b. ITEP
Dr Anila Chacko enquired about the measures taken by CTEF to check the feasibility/ existence of self-financing colleges once ITEP is introduced to which the Chair confirmed that a different meeting would be held in this regard.
c. CTEF Annual Awards
A discussion was held on the awards instituted by CTEF that are to be distributed at the Annual Conference every year. The following members were selected for the committee in addition to the Ex Officio members (Charman, Gen Secretary, Treasurer).

The Committee Convenor was entrusted to announce the date of the final submission of the application after discussing the initial details with the committee members.
d. Signing of MoU
A discussion regarding the signing of the MoU with host institutions was also carried out. The decisions are as follows:
(i) An MOU will be signed with PMTC for holding the annual convention and for conducting the fortnightly programmes in collaboration with CTEF, Kerala Chapter. The MOU will be signed for a period of three years (can be extended later if needed) on a stamp paper worth Rs. 100/-. The host institution will be intimated the same.
(ii) If other institutions approach CTEF for collaboration for organizing programmes CTEF is happy to sign MoUs with those institutions. There will be a clause stating that only institutional members can sign an MOU with CTEF and if there is no membership, they need to be a member first and then go for the MOU.

Decisions Taken:
CTEF Annual Convention 2023-24 will be held at PMTC in January-February 2024.
The already existing Programmes Team will oversee organizing the same The Sub Committee for organizing the same can be constituted.
The Award Committee convener was entrusted to announce the date of the final submission of the application after discussing the details with the committee members.
Regarding the fortnightly talk series conducted by PMTC, more participation from the ECMs of CTEF is requested and they will be holding the fortnightly talk series on Fridays from now on. More participation from other DIETs shall be sought.
Mar Theophilus Training College (MTTC) will be requested to organize the Research Methodology classes this time and if they have any inconvenience, St. Joseph’s Training College for Women, Ernakulam, will be requested for the same.
Dr Manini and Dr Maya will be responsible for organizing Online E-Content development sessions and they will be updating it to CTEF at the earliest regarding the same.
An International Conference on Teacher Development and Capacity Building under NEP 2020 shall be organized in November-December 2023 with MG University, CTEF as the co-host. The Sub-Committee of Programmes can collaborate as needed.
Farook College is planning to collaborate with CTEF and Dr Anees Muhammad will coordinate with the College and CTEF.
Dr T. K. Mathew and Dr Nimmi Maria Oommen have also promised to organize programmes in their colleges.
Prof., Jacob Mathew, the Vice Chairman of CTEF in consultation with Dr. V. M. Sasikumar and Dr. Sam V. Daniel, shall plan on starting a Charity Wing for CTEF after considering the pros and cons and only after doing thorough homework. It would be only for CTEF members (relatives not included).
An MOU will be signed with PMTC for holding the Annual convention and for conducting the Fortnightly programmes in collaboration with CTEF, Kerala Chapter.

The meeting started with a silent prayer initiated by the Chairman Dr M S Geetha, followed by the welcome speech by the Gen. Secretary (GS) Dr Pramod Dinakar. The Chairman initiated the discussion wherein the GS read out the decisions taken during the last ECM.
The Chairman emphasized the need for the quorum in an ECM as it is extremely necessary for the proceedings to be valid.
Agendum I: CTEF Annual Convention 2023-’24 - Planning
Peet Memorial Training College (PMTC) has been nominated as the venue for the annual convention 2023-24 and without any further delay, the preparations need to be done.
Dr Mariamma Mathew, Principal, PMTC, presented the themes which have to be finalized. The two major themes suggested were:
Humanistic Values and Digital Era
Quality Enhancement through Innovative Teaching-Learning Strategies for the 21st Century
Dr V. Reghu suggested the need to put the spotlight on NEP 2020 and its implementation and if required, resource persons can even be invited from outside Kerala. He also suggested that the issues raised by ITEP and the future of colleges are also of vital importance and need to be emphasized.
Dr Musthafa, outlined the importance and relevance of including the outcome-based approach as one of the themes along with the problems in evaluation while teaching tech-savvy/digitally well-versed students.
Dr Asha JV wanted to accentuate the role of NEP in quality enhancement in the second theme. She also seconded Dr Musthafa’s suggestions.
Dr Madhubala suggested including language-related themes as well.
Dr Anees Muhammed opined that the second theme can accommodate the aforementioned suggestions and hence the second theme can be accepted. Furthermore, he suggested having a session on the core theme.
Dr. V. Reghu strongly objected to the idea of having the '21st Century' in the theme, asserting that predicting the advancements and changes the future holds is inherently uncertain. He again underscored the inclusion of NEP 2020 in the theme as nothing has been implemented to date, once implemented, how it will unfold, etc. and suggested having ‘emerging trends…’ or a theme in line with it.
Dr Nimmi Oommen informed that ‘emerging trends…’ has been a recurrently used theme in conferences and seminars lately and it will fail to captivate the necessary attention here.
The themes can be decided upon later in another meeting of the programme committee (involving Dr Rajeswari K., Dr V. Reghu, Dr. Malini P.M., etc.).
The dates of the Annual Convention will be January 18-20, 2023.
It will be held in blended mode with the first day completely online and the second and the third day offline with online paper presentation sessions in the evenings as well so as to ensure maximum participation.
The registration fees are as given below.
For Awards, the application fee needs to be remitted, the screenshot of which needs to be uploaded in the Google Form sent out.
The registration fees will be directed to the online account of the PMTC.
The programme coordinator will be Dr Velayudhan Nair, the convener Dr Mariamma Mathew and the rest of the PMTC faculty members will form the committee members.
The Resource Persons can be the CTEF members who will be more than willing to volunteer; TA can be offered.
The annual convention being international, international figures shall be there as RPs and the sessions can be done online.
The venue and the programme shall be in strict adherence to the CTEF norms and standards.
If the Higher Education Council’s approval is sought, the College shall do it on its own, but only for the teachers and faculty members. The students need not be given this certification.
The College shall deposit an amount of Rs. 10000/- with CTEF in connection with conducting the annual convention.
The food can be provided to the participants from the registration fees.
The College has to collaborate with the State Coordinator of CTEF, Dr Anvar, as well while planning and implementing.
MINUTES OF THE SIXTH EXECUTIVE COMMITTEE MEETING:
PREPLANNING ON ANNUAL CONVENTION 2024
(Peet Memorial Training College, Mavelikara, on October 27, 2023, at 10:30 am)
The special meeting consisting of 12 officials of CTEF and 11 staff members of Peet Memorial Training College started at 10:30 a.m. with a silent prayer which was followed by the welcome speech by the Principal Prof. (Dr.)Mariamma Mathew. She expressed her sincere thanks to the CTEF members for selecting Peet Memorial Training College for hosting the seminar in the month of January. Welcome speech was followed by the presidential address by Dr M.S. Geetha, Chairman, CTEF, Kerala. She provided a gist of agenda to be discussed further. Dr Pramod Dinakar who is the General Secretary of CTEF, Kerala explained the conference objectives in an elaborate manner. He also emphasized that this meeting is a micro-level planning about the seminar that is to be held on 18th, 19th and 20th of January 2024. Thereafter, the brochure was released formally by Dr M. S. Geetha and Prof. (Dr.) Mariamma Mathew and was handed over to Dr. Grace Annie Mathews who is the patron of CTEF, Kerala. Dr MS Geetha appreciated Dr. Velayudhan Nair T. for preparing the brochure for the seminar. Dr. Velayudhan Nair T. provided detailed information about the conference updates. He explained the names of the in-charges and convenors of various committees to be involved in the seminar. He initiated a discussion on the draft of the programme schedule for the conference. Effective discussions were conducted about the program and necessary rectifications were made. Clarifications regarding online and offline paper presentations were given by the chairman Dr. M.S. Geetha. New panel presenters and resource persons were incorporated in a different session as per the suggestions given by the ctf members. The committees included CTEF members and faculty of Peet Memorial Training College. Budget structure prepared by institution was discussed and necessary modifications were made. Following committees were constituted for the smooth conduction of the seminar.

2. CTEF Annual Convention and International Conference - Updates
The Annual Convention and International Conference is scheduled to be held on January 18-20, 2024 at PMTC, Mavelikkara and Dr. Mariamma along with Dr. Sony updated the details.
The current registration is about 84 and more participant registration is expected once the colleges reopen after the Christmas holidays.
The Programme Schedule is ready.
RPs have to be officially contacted and emails are to be sent. Dr. Bhandarkar and Dr. Neelima Bagavati were invited and have responded positively.
The inauguration will be facilitated by the Bishop and his Excellency will be available only in the afternoon and to plan the function, a programme committee meeting will be held.
3. E-Content Development – Updates
Dr. Malini updated the ECM about the current situation of the E-Content Development. About 30 topics have been identified and the materials are being developed by the RPs. However, only six people submitted their materials to the committee. An orientation as to how the materials can be developed was given by Dr. Sajan to the RPs, yet technical assistance might be needed and can be sought from experts in the field - teachers/students - by holding a camp for the same with their expenses met by CTEF.
4. Website Development – Updates
The chair updated the ECM about it. Dr Sajan has finished preparing it and can be launched at the Annual Convention 2024.
5. Newsletter – Status
Dr. Anila Chacko briefed the ECM about the status of the Newsletter. Pictures of events, RPs, flyers, writeups, etc., will be included and other details will be given in table formats. Messages of executive members will be included.
6. Membership Campaign - Updates
Dr. Anil Kumar and Dr. KY Benedict will look into this matter.
Other Decisions Taken:
Regarding the criteria for nominating for CTEF awards, some suggestions were made.
Can 20 marks be awarded to increase the members’ involvement in CTEF activities?
Can we have a three-year gap for an awardee of CTEF awards to apply for another one?
Is a separate award required to be dedicated to SCERT or can it be shared with DIET?
Should members working outside Kerala be considered for CTEF Kerala awards?
Can an exchange of membership be done for teacher educators moving from one place to another? Can we propose it to the National Committee? (Dr. KY Benedict will take it forward.)
All the above suggestions will be put to discussion in the General Body meeting.
A Declaration will be sent out at the Annual Convention at PMTC, Mavelikkara, viz., Mavelikkara Declaration.
Representations will be submitted to the authorities/bodies concerned regarding unfair practices like the need to qualify post-graduation in Psychology or Philosophy to be eligible to apply for general papers in B.Ed. Colleges and regarding the status of self-financing colleges once the ITEP is introduced. A Committee was formed spear-headed by Dr. V. Reghu to take it forward along with Dr. KP Anil Kumar, Dr. KY Benedict, Dr. Rajeswari K, Dr. Nimmi Maria Oommen (representing the Adided section), Dr. Anil Chacho (representing the Unadided section), Dr. Sankaran (representing the Govt. section) accompanied by the Chair, Dr. MS Geetha and the General Secretary Dr. Pramod Dinakar.
The ECM appreciated the service of Dr. Rajeswari K. for her efforts in making CTEF collaborate with other institutions in various programmes.
Dr. Anil Kumar will kick start the collaboration activities in this regard.
Nava Kerala Sadassu will be represented with the memorandums and Dr. Anvar can do the same.
